Dealing with disasters is a huge and complicated endeavor.   Comprehensive emergency management helps communities to become more sustainable and resilient.   It includes all hazards and all stakeholders and better prepares communities to recover from all types of disasters.   Good planning reduces the impacts of these disasters.   There are four phases to comprehensive emergency management. These four phases are intertwined and are in a continuous cycle.
